Sure you should have a licence sticker on the case of the computer. All you need to do is activate over the phone line and go through the automated process. It's a freephone no.

If you don't have a sticker and cannot contact the person you bought it from then you might want to consider using a free operating system. Ubuntu, which is a version of linux can be downloaded and used for free.

It's very good and even has some great free games available to download.

Are you sure the Windows sticker on the side of your computer is for the version of Windows you are actually running? For example, it's no good if your computer is running Windows XP Professional and your sticker says Windows XP Home.

If the sticker matches your version of Windows then you need to contact Microsoft (but in all probability you will find that it does not).

mine does this to me from time to time, reload windows then, instead of activating windows via the internet, activate it by phone - the operator will ask you the last set of digits in your activation request code then she will tell you the correct code to put in - it happens if you regularly reinstall your PC - the message i get is that this copy of windows has been installed too many times - who the hell do Microsoft think they are that they can choose how many times i clean install my PC if they made their OS more robust thei i wouldn't have to would i

[sorry rant over]

good luck - the telephone support works by the way but i would suggest not mentioning that its second hand

Go to this webpage. You have not specified the OS so I am sorry if this is wrong. It will cost but I can't say how much because I do not know what currency you use.
