A theist would say yes, an omniscient god would know all including the existence of atheists and would therefor believe in them (as much as a god can believe in a world of absolutes).

An atheist would say no, as belief is an ongoing action and existence is prerequisite for action. If god does not exist his believing ability is nullified.

Here's another one for you. Why is it that Christians leave atheists alone, but every time there is a question about God, everyone has to come in bashing their beliefs. If you don't have a real answer, why come and answer at all.

Anyway, yes, it is mentioned many times in the bible that God knows every man on Earth, and knows that not all of them believe in him.
