I mean sometimes it is but what if you like a guy but he hasn't asked you out on a date yet but still you enjoy hanging out with him, watching movies and talking with him.

Flirting is one thing, and it's OK, but teasing sexually can seriously lead to real problems.
Hon, boys are gonna be boys and try to get as far as possible with the girls, you have to be in charge of your own body and just say NO!
He is not respecting you at all if he thinks he can get his hand down your pants and even on the 1st date, and you are not respecting yourself either.
Girls need to take control of the relationship and let the boys know now they need to start being gentlemen again and respect the female!!
You can get plenty of cuddling and kissing, that is just fine, but don't let it go to far where you feel used and cheap the next day.

No, many men like to be teased for it is often more alluring. The sexual innuendo can be more fun. He sounds like a good friend with whom you can hang out with and whom you can speak to freely. Being a tease makes life more exciting and less routine.

If you really only want the cuddling then you need to keep it only to the cuddling or you will be leading him on to think otherwise and this will ruin things for yous as friends...

It is not fair to lead a guy on. As a matter of fact, if it is the wrong guy, you may end up getting more than you bargained for. Guys don't like to stop, once they have been lead to believe that they are going to score!!

It all depends if you actually want to go that far with him. If you believe that you like him enough to actually give him what he wants then do so. Teasing is all fun and games, but it's frustrating over and over again.

go ask your mom about the cow and the free milk.
there is nothing wrong with sex with friends, but they will never date you.
do not make out with guys that you want to date.
in every other case, teasing is fun and harmless.
