in Saudi Arabia no outsiders are allowed to gain citizenship
we should establish at least minimal ceilings for immigration
of course we don't behead and cut off limbs for minor offenses do we ?

According to Islamic teachings all land belongs to Allah. Man is just deputed rights temporarily.
Islam being a practical religion tells us if there is some harm from some people or group of people then they could be barred from entering there by deporting and not allowing to enter security or punishments.
