First be a good neighbor and talk to the owner and give him or her a chance to resolve the problem. It doesn't matter that the owner is not being a good neighbor- YOU be one. You may need that rapport at some other time.
It sounds like the dog is being left outside alone or with another dog all night, which is a pretty easy recipe for problem barking. Encourage them to keep the dog(s) indoors at night for his own comfort and that of all the neighborhood. If you're nice you'll get a lot better results.
If you're afraid to contact them or have tried it unsuccessfully, contact Animal Control in your town and inform them of the problem, including the street address, or as close as you can get.

If the owners appear to be reasonable people. I would talk to them first and explain that their dog's barking is keeping you from sleeping.
Is the dog chained up? and without proper shelter, food or water? If that's the case you need to call Animal Control. Maybe the dog is barking for a reason.
If you plan on living there any length of time you really should try to keep the peace with your neighbor, if at all possible.
We actually sleep with our TV, a fan and a air mistifier going at night so something would have to be pretty loud to disturb us.
If that doesn't work call the police and they will be given a ticket for "allowing their dog to bark at night" they actually give those tickets where I live. But that would be a last resort.

Call the Animal Welfare Division in your local City
They will make a trip out consulting with the neighbor about there dog, most cases he will be aske to bring the dog inside, becuase of Peace Hours Disturbance,
Once this happens, the next time they arrive He can be find and/or mandatory Removal of the dog, just ley the AWD no this is very annoying, and once they talk to the neighbor, and this happens again, call them back out again,
Now be careful about doing this, if you call and they cite the nieghtbor or mandatorly remove the nuisesense, expect a retaliation on your dogs, becuase the nieghbor will be pissed and try to do the same to you

You call the police. The more reports you give, the more they take it serious. Usually only call once a 24 hour period. Ask for them to send someone over to listen. Also tell them when the dog first started barking, and how long it's been continuous. They can at least ticket the owner for a noise nuisance.

Pets are primarily symbols of love. So should ... ie. love thy neighbor. Have a snort at an appropriate time and discuss the matter with the offending party, without a hint of animus. He (she) has the same problem but may be absent, working, or whatever while you are trying to sleep. The thing here is, such problems, are of the same stuff as road rage.
