Try taking it to the vet and having it checked out. It may have a skin desiese.

Did you tell your sister she could have the dog in the house with you? If you did your stuck with it or be considered a bad sister.
Do you really want to get rid of your sisters dog that bad because you cant handle the smell? Is the dog doing other things than just smelling?
You may just be over-sensitive to the smell cause you dont have animals of your own. I am sure most people dont think the dog smells like a dead rodent. If the Dog truely smells that bad its not the bathing thats the issue. Its probably got bad teeth, bad diet causes excess grease and skin odors, has his ears been cleaned lately? His Anal Glands expressed? These can all minimize the smell of the dog. Talk to her about it and suggest she get these done to appease you before you get into un needed arguements.

I agree with Bonsylar about the anal glands, some dogs have a hard time when they are pooping to express them, in wich case are expressed later once over capacity of fliuds, this is bad and when stink up everything that is gets on,
Stilll go to the vet, the vet will be able to isolate and identify the issue with the smell,
dogs that have a anal gland problem will lick themselves to keep it clean then lick the rest of there body and other things another possible reason

Clean his face wrinkles with baby wipes everyday. Food, water and other nastiness gets trapped in the wrinkles, rots, and smells bad.
Have his anal glands expressed by a vet or a groomer. If you don't know, anal sacs are located inside the dogs butthole and fill with nasty goo. Usually the sacks empty when the dog poops, but they get infected, and blocked leading to a gruesome smell. They have to be expressed, and if there's an infection, antibiotics will be necessary.
Change his food.
Corn and wheat cause stinky skin problems. Switch his food. Look into Innova EVO, Artemis, Wellness, and Canidae.

A lot of times, dogs stink because they are being fed poor food or food that contains corn or wheat and they are allergic to it. You can bathe the dog every day but they still reek.
What are you/your sister feeding the dog? I would talk with your vet about a different food or other allergies/reasons that could be causing this.

Are you using the right shampoo? A dog shouldn't stink to high heaven unless he's rolling in something dead outside. If yours isn't, and he's on good food, call your vet and ask for suggestions as to what you can do or what shampoo works better.

Feed him a better diet and have his anal glands expressed. You know the old saying "garbage in - garbage out" well it's true for dogs also. Feeding low quality kibble will cause the dog to have an odor, greasy coat, foul breath, etc. Also, Pugs are known for impacted anal glands, so get those expressed.

One of my dogs I adopted from the shelter had this problem for years. I could hardly stand to pet him.
JUST THIS PAST month we took him in and had his teeth cleaned for the first time.
I was AMAZED at the difference. This dog does not smell anymore. I hate that I kept him at arms length for years! He had bad teeth, poor thing.
and apparently this is more common in smallish and pom type dogs.
