You would have to be at least sixteen, and only your parent or guardian can sign for you. Most places won't tattoo anyone under 18.

If she likes it, then good for her. I wouldn't judge her. Just because of a tattoo at age 14, won't mean she'll end up with a not-so-great future. But personally, I think getting that huge of a tattoo on a very visible place that isn't even done well isn't a great idea. No koodos to the tattoo artist then, if it really is like in your description. I think the word "Love" is a bit of a superficial and overused thing to get tattooed. Just my two cents.

Once you are sixteen, and with proven parental consent (meaning you can't get your friend Billy to show up and claim to be your dad), you are allowed to be tattooed. But I strongly suggest waiting until you're older before doing so. I always said I would get one once I was out of my parents' house. Yet here I am, on my own, and still no tattoo. It seems like a silly idea to me now.
But if you really want that tattoo, and want it done professionally, you'll have to wait at least two more years. And as a side note, kind of a helpful hint, really know what you want. I mean, it's going to be there forever, so you'd better like it a heck of a lot. Also, placement is key. My suggestion is don't get it anywhere that business attire will not cover it. Think about the long run when it comes to tattoos.

TRUST ME
I went to get a tattoo at 14 and chicken out at the last minute and thank god I did otherwise I'd have been stuck with a Marvin the Martian on my hip. I did finally get my first at 21 and have 3 more since then. Tattoo's are great and your earn them. Wait until your older cause not only will you more confident in your design but your body's going to change a lot between now and 18, you dont wanna end up growing and stretching the tattoo till it looks like a blob

You have no idea how your tastes will change in a few years. Also, you cannot rub the tats when you bath or dry off---only pat them or else it will start to break down the ink and in 10 years it will look like an ink blot, not a picture.
Also, you must cover it at all times or the UV rays will further break down the pigments.
And you don't want it on a shoulder, biceps, or elbow for the reason that there is a lot of movement and stretching there that will damage it as much as rubbing it. Tats are high maintenance--the tattoo parlors won't tell you that, but just look at some old military veteran with a tat 30+ years old and see if it doesn't look like an ink blot.

No unless you go to a really unprofessional shop. Personally if i was a tattoo artist i would refuse to do you until you were at least 18. You may hate to hear it but you are too young to get a tattoo and unless you are a very very very mature 14 year old you won't have the maturity to pick something that would be meaningful to you. I know i wouldn't and i think everyone on this board who has a tattoo are glad they didn't rush out and get one when they were 14. When i got my tattoo and was talking to my artist she told me she refused to do anyone under 18 even with parental premission.

Some states (including mine, California) won't let you get a tattoo until you are 18, regardless of parental consent. You are too young any way... you will end up regretting what you get the tattoo of or even getting it. I am 17 and my style and perspective has changed a lot from when I was 14.

If your parents sign for you it's possible. If it's not your parent then it has to be your legal guardian. There are usually no exceptions because of the strict laws. Parlors can get in a lot of trouble for inking a minor without parental consent.
.....but just a heads up, every one I've EVER met who has gotten a tattoo under the age of about 20 has regretted it. Teenagers inevitably go through rough times and don't know exactly who they are. It may seem cool now, but five years from now you'll probably be a different person and beat yourself up over it, so make sure it's badass!!

it all depends on the laws in your state. Honey, I have a tattoo and am under 18. I wanted one when I was 14 too, but I waited, because your body is still growing, and that could easily make your beautiful art turn into a blob of nasty ink. I waited a few years, and as tough as it is, it better not to take the risk. once you hit 16 or 17 you should be in the clear, don't RUSH!

In the state of Wisconsin, it is illegal to tattoo anyone under the age of 18. So no, even with parental consent, you can not get a tattoo until you turn 18. At least not in Wisconsin.
