give them toys to play with..some attention..

young kids need love and attention spend some time with the kid. If the child is very energetic try playing sports it will help release some energy and get them and yourself active. If you dont have much time to do these things try putting on a movie or going to a dvd store and letting them choose. if none of this works think are they missing something, a favoutite toy, blanket , dummy. If all of the above fails give them candy (but not too much or they'll neva shut up)

Let him/her play. A nice toy to keep as a company or a good book to read. Have the child read stories to a doll. Give a reward afterwards if he/she speaks softly. May want to play that kind of game again because of the reward.

Play a game with him.- Choose this one. Play a game of memory or put together a puzzle. Make things interensting.

Slap him upside the head.- Draconian

Put him in his room.-Harsh

the reason y kids shout or does some annoying soudns is that they want to be recognized.. to be in the lime light.. to be noticed... perhaps u're not giving them notice... priase them sometimes for good deeds and good behaviour... they like that...
