Take food with you on walks.

If he's that food motivated, you can make him do just about anything.

Also, there are toys that dispense food as the dog rolls them around and plays with them. Get a few different styles.

Freeze food in different shapes. Use plates, cups, sand toys. Put a little beef or chicken broth in the water for interest. (only a little or it will attract bugs) He will get exersize trying to dig the food out of the ice.

Yes, I agree with some of the others in that if this is new behavior, something about his health or schedule has changed. Could he just be badgering you for attention and not food? If so, make sure you have plenty of playtime. Older dogs can get insecure and needy. Raiding the garbage is often about boredom and frustration more than food. Walk him before you feed him. It will tire him out so he won't have so much energy to spend on barking. When he begs, have you been giving in? If so, he may have caught on that the more he barks and/or begs, the more he gets. If so, stop it. One treat a night is enough. Talk to your vet if you can't get a handle on it. If you feed him once a day, at night, try switching it to twice a day, morning and night. if he is fed once a day at night, he may be too hungry and desperate by the time he is fed.

start teaching him tricks such as sit and stay and stuff like that they will do it for bits of food.
