I know of two strikes: One is a hit to the sides of the heads. Leaves you vulnerable.
Iron Palm strike, it is simple in technique. Use your body to make a nice palm strike. The focus is to keep it in the body, and not displace the energy. You can try this on a punching bag. Punch with all the force you can, the bag moves. Punch the bag with the iron palm strike, your indentation is bigger and the bag shakes. I don't think it has anything to do with water as much as force. Your boby is regulated in the blood control, so I'm thinking the one you are referring to has something to do with a chi stop blockage technique or a pressure point tech. I have never heard this but I am a nobody in MA.
However, there is a technique Lin Kong Jin - Empty Force, in which an attack can be controlled or redirected without body contact.
I have personally experienced this with two different people. One time with one of my teachers, Master Dong Yuan Pei, Yi Chuan practitioner and Sifu Rich Mooney. This is the real deal.
Now, if it can be done without contact, what do you think the results can be with contact?
As a student of Kyushojutsu, I would say that whoever can execute this water shaking technique can do so utilizing the destructive cycle of the five element theory.
In one incident, I volunteered as an opponent and a kyusho technique was executed on me. I was drained of energy and overheated. As I was being resuscitated, they manipulated my kidney meridian to cool me off and it worked. Kidney is governed by the water element.
So it is possible that this technique does exist.

If it is true, and it maybe is, you should visit Japan to get the best and true schools. The technique is called kiai, which is a shout manipulating an opponent's body fluids. Kiai also just basically means shout in karate/taekwondo schools.

shaking a person's body water. hmm if you cant do the 'touch' or use some mighty kiai, you can always do it the way we 'vanilla' normal humans do:
slap the guy's ear. it will shake the water inside his (i forgot what you call it. it basically controls your balance) and than he will probably have the same effect - confusion to your enemy.

if professional fighters, prison wardens, the police forces of the world, and special forces in the army do not use it, you can probably assume it is not a real technique.
In other words you can probably assume it is not a real technique.

The martial arts are full of "fantasy" rumours about "deadly" techniques.Don't waste your time .I guess next we will be hearing from the "death touch" boys who believe but can't do it and have seen bogus demos .
