I honestly don't mean to disrespect to religion but why a bible?Why not something more practical to a vacationer/traveler?How about a local map?Pack of batteries or a guide to the area?
Being a foreigner I would like to know the history behind it.Is it a tradition or requirement?What about customers who are not christian?Why not provide all major religion books?

In most cases, the Bible's in hotels are placed by The Gideons....not by the hotel itself. The Gideons are a Christian group whose mission is to get a Bible into everyone's hands. So it's sort of a missionary/evangelical kind of thing. The Gideons are the same people that come around to college campuses handing out the little pocket-sized version of the New Testament.

this is not an city legend, the bibles are surely interior the drawers placed there by ability of the Gideons.
