It depends on the situation or location.

Most women secretly love to have their hand kissed, but doing it at an inappropriate moment might make a woman feel awkward or embarrassed.

My suggestion is to only do this when the girl has already expressed some amount of interest in you. So, if you have been having a conversation with a woman and finally ask for her name, a kiss on the hand might make a great first impression. On the other hand, walking up to a random woman on the street and introducing yourself with a kiss on the hand might be a little too creepy.

It very continental to kiss a lady hand. They still do in Spain.

It would depend on the woman and when you're meeting her. If you're in a business situation, obviously, this would be a bad idea. If you're in a casual situation and you'd like to date her, it may be o.k.
