As to part b, budgets and deadlines. Though the consequences of doing so may be disasterous to the engineer and the short circuited design.

Becuse a picture is worth a thousand words, and I can't think of any good reason for short circuiting the design process, because it's going to have to be done completely by some one at some point anyway.

Because engineers are lazy bunch.

I for one, avoid writing anything longer than 2 sentences, so I record most info in graphic form.
