Yes. The QUESTION is, do they need to be listed on the insurance policy of the car they are driving. And THAT varies. Some insurance companies say no, some say yes, so you'll have to check with the insurance company that covers the CAR you mostly drive (most likely a parent's car).

If you get behind of wheel of a vehicle and operate it on the roads ,
You must be insured .
The fines for operating a vehicle without it are HUGE .
Permit drivers can kill or injure someone with a car just as easy as a fully licensed driver .

You cant drive or get a permit to drive under the age of 16 in the state of California.
