Theres an older guy I like, he's 48 I'm 33. I really think he he's great and he flirts with me all the time. I finally told him I think he's great and would love to go to dinner. He said he was flattered. I know he has a girlfriend but I figured I'd put my cards on the table anyhow. He said he knew how to get hold of me if anything with his situation changed.
Even after he basically turned me down, he still flirts with me, gives me hugs etc. If someone liked me that I had no interest in, I wouldn't flirt with that person. His hugs torture me. I don't want to let go. Why do guys do this?

He hugged you because he liked you.
He STILL hugs you, because he STILL likes you. Just not in the way you want.
He's basically acting as though you never mentioned your feelings- and hoping you will do the same.
If you insist on a "all or nothing" approach, you will end up with nothing- he will stick with his girlfriend.

He probably likes you even though he can't be with you at the moment. It probably makes him feel good knowing that you are interested in him as well.
If it were me, I wouldn't waste anymore time on him. Let him get his ego boost from his current GF. Let him know that if things change with him and YOU are still available, then he can look you up. It's a two way street.

His actions show he is sexually faithful to his girlfriend, even though he is not fully convinced his girlfriend is the one. He thinks you might be. He is just waiting to find out for sure about her, and then if she is not the one, he will ask you out. However, that could be months from now, years from now, or never happen so you should let him go for now and find somebody else. If and when his situation changes, he will contact you and you should take the time to consider if you found somebody you love more than him or not.

He likes you and wants to keep you interested. But he has a girlfriend and he does not want to give her up just for you. Would you want him to do that? Would you want him to be the kind of guy who sees someone until something better shows up? Or who cheats on her behind her back?
Bide your time, but meanwhile keep looking. And don't be too available for him. Make him work a little.

Basically he's flattered and enjoys your attention. But since he's involved he can't take things all the way. But he is willing to go a certain distance to spend time with you. Either he's just making sure you think of him in case he needs you, or he just enjoys your company and doesn't realize that he's hurting you in the process.

find a close guy friend and ask him to double date with you. maybe that'll set him right.
or perhaps have a heart-to-heart with him...something like "Joe, I like you a lot, and it's torturous for you to hug me, flirt with me, etc. Will you respect me enough to stop?"
On the other hand...woman to woman...any guy that will flirt around on his girlfriend, will probably cheat on his girlfriend, and you certianly won't be that special woman that breaks him of that habit. Especially not at 48 - they get set in their ways by then.

Evidently he truly likes you but feels committed to his girl friend especially if he lives with her. Be careful because you could get hurt big time. Play it cool. Some guys do this just for attention and to be popular with his peers.
