Guys that play mind games don't like to be called on it. He's going to get mad, but really you should just dump him is he's that much of a mind player. Move on and find someone better.

He'll probably ask you why you turned off your phone. If he doesn't call you as often as you call him, lower the number of calls you make to him. Hopefully, he'll miss you and try to call you a little more often.
