I would personally think it's unacceptable. Pugs are prone to respiratory complications, and shouldn't be left outside during the hot hours of the day (12pm - 3pm)
Why don't they keep the dog inside? Pugs aren't made to be outdoors. I would NEVER leave a dog outside while I'm gone, because too much could happen. Angry neighbor could poison the dog, dog could escape from the fence, or someone could come into the backyard and steal the dog.

I have 3 pugs and volunteer with a pug rescue organization....they should never be left outside in that weather. Some dogs may do fine, but not that particular breed. I'm not being over sensitive or anything. It is simply the truth.

Pugs and heat are not a good
combination. The wintertime is the same way. Pugs are NOT outdoor animals and should never be left outdoors unattended. Because of their "pushed in" face, the pug has a shorter breathing passage and is extremely susceptible to extremes of temperature, especially heat. Because of this shorter breathing passage, you must also be careful not to over exert the pug in times of warm or hot weather.
(Anouther way to explain it.)
Because of their flat faces, pugs have difficulty controlling their body temperature. They cannot dissipate heat and can become ill or die from excessive heat exposure.
I am sorry to say this is not ok for a pug. Pug's are great dogs but they have to be indoors. I will not even walk my pug in the day time in the summer.

It's really a personal opinion. Many people leave their pets out full-time and don't allow them in the house- I do think that is wrong- what is the point of a pet if it's not inside and with the owner?
I take my dogs out once an hour to go potty and they stay inside all day unless they want to go out in the backyard- I leave the door open so they can come in whenever they want.
It's not illegal or technically wrong since it has food, water, and shelter.
However, pugs are prone to breathing problems and overheat very easily so I don't think it should be left out that much. Maybe mention this to them and see if they are willing to leave it in more or crate train it while they are gone instead of leaving it outside.

Sure it is, as long as he has shade from the sun, protection from the rain and a large bucket of water there is no reason why he cannot stay outside during the day. If I had a yard I would leave my dogs outside all day rather than confine them to the house where they do damage. When I grew up people didn't keep their dogs inside, they lived outside 24/7 365 days a year with a dog house, of course I would never do that to my dog I keep her in the house. But as long as the outside conditions are good, he has plenty of water and can get into the shade during the heat then he should be fine.
On really HOT HOT HOT days he probably should be kept inside. But there's nothing wrong with what they are doing.

As long as he's not tied up, and he's in a safe, enclosed area large enough for him to get exercise, with access to shelter and water, there's nothing wrong with a dog being outside. I have 2 large hound puppies (10 months old, 60lbs) and they actually prefer being outside. They come inside in the evening, but during the day, they like running around the fenced yard, chasing squirrels and playing like puppies should. There's not enough room inside for them to roll around and play. We go for walks around the neighborhood, and they do come inside to eat and rest when they want to, and they let me know when they're ready to come in and go back out. I leave the choice up to them.
I think it's actually more unfair for people to leave their dog inside in a crate while they're not home, because the dog is unable to get exercise, and it will get bored. Boredom in dogs can lead to all sorts of behavior issues. They also can't go to the bathroom when they need to, which is cruel.
If he doesn't have another dog to play with, they might want to consider getting him a playmate. It was the best thing we ever did.

Absolutely. Dogs are naturally outdoor creatures. Your cousin is taking great care of his Pug, who would likely have no one to play with inside. Dogs like being out in the fresh air, smelling all the neighborhood smells and chasing the occasional squirrel. Your cousin is being very responsible for his dog, and I bet his dog is happy and healthy.

Im sure it's fine if the dog seems happy enough, but i have always thought why get a dog that gives so much love to then live outside as some dogs spend their lives.

Doesn't sound good to me.. I don't think dogs, especially tiny dogs should be left outside all day long without supervision.. Any dog can get into trouble being left out and alone unsupervised..

Gosh, what quality of life does this little guy have? Just breaks my heart. Yes, this little soul can "survive" physically under these circumstances if it's not too hot or cold. But what's the purpose of your cousin providing a home for him without any interaction, be it human or animal, all day long? Dogs are pack animals. They need others.
