Yes you could feed leftover challah to birds. Dont you throw challah to the fish on Rosh Hashannah?
It is more of a problem to just throw away bread in the garbage than to give it to the animals.

It seems it might come under the same law that forbids picking up fallen fruit or grain from the fields. I've never come across a question about feeding leftovers to animals, but can't see how it could possibly be forbidden, especially since the crumbs would be otherwise thrown away.

I absolutely agree. I think that if it's not going to be eaten in your household, a lovely thing to do would be to take the kids to the lake and feed the ducks. Don't have any reference, but if you're Reform, I can almost assure you that it's ok!
