The best quality sword probably would cost more than a million. It's very rare to see one of the best quality swords being created today. Since in ancient Japan, the forging technique of the swords were considered to be sacred and was kept a secret. It was never passed down in another words. Each had similar characteristics but each also had it's own unique one as well.
The best Katana are considered to be heavier and it can literally split a piece of hair into two by just dropping it or letting the hair touch the tip of the sharp edge.

Unfortunately, this is not possible. You pay about $200 for a pair of combat sai, which require a fraction of the amount of craftsmanship on a katana. If you did find something that cheap, it would likely be a hazard to your health or, at the very least, a waste of money. The price will also depend on whether the weapon is intended for martial or aesthetic purposes (do you just want to display it?). Save up and get a really nice one.

Japan. Very few of the high quality swords make it out of Japan, and to get one there, you need to know where to go.
If you practice MA, go to a local dojo that teaches sword as well. Some TKD places do at the upper belt levels (1st dan up), or other places that teach sword technique. Ask where they get their blades from and if you might have a look at them. Ask questions and show genuine interest and they may have some good information for you. However, if you don't practice MA, they may not be very helpful because it may be there opionion that every yahoo shouldn't have a sword. I tend to agree...only those that have respect and ability for the weapon should own one. And it should only be used in your training area.

I've actually seen those in a smoke shop. If you're looking for the real deal, go to Japan or find an international cutlery shop. German cutlery is top notch, but for Katanas or Butterfly knives for example, you usually can't top the way they spin the metal for those exclusive native pieces.

This is a great ebay seller I have bought from once and he has a great collection of katanas. Some of them are great quality for cheap and there are also really fancy ones with stuff like gold, sharksin, and buffalo horn.
The blade quality is really great too.

I'm not 100% sure that these are real nihonto (japanese made) but it's still a good product at a very decent price. I haven't bought from him yet (strapped for cash) but I've asked him quite a few technical questions to know that he's no amateur trying to fend off cheap chinese hooch. He knows his stuff and put's his money or product where his mouth is.
