Yes it could be
jaundice -- Yellow coloring in the skin and eyes caused by high levels of a pigment called bilirubin. Jaundice is associated with a variety of conditions involving the liver, gallbladder and bile ducts, including hepatitis and cirrhosis

The colour of the white part (sclera) of your eyes is genetically determined like hair colour. And your mother is right, those with black skin will tend to have more pigment in the sclera. There is nothing you can do, no supplements, no foods, no exercises that will change your scleral colour.

Highly unlikely that you have jaundice. In jaundice the whites are really yellow, like daffodils, and you would feel sick.
