Don't take this personally, but you're obviously very young. (I'm 60; to me almost everyone seems young.) So why do you need to have some sort of exclusive thing with Matt? Why not both you and Jess be friends with him, hang out together, maybe with one or two other friends (try to include at least one other boy), and just let things develop slowly?
I know, I know; you're impatient. But seriously, the longer it takes to develop, the better a relationship will be. It will be based on really knowing one another, not just looks or other superficial things, but real character issues, goals and values and interests. Things that matter when you get older.

Get your friend to suss out if he does like you and then ask him out. What have you got to loose. If he says no you will be embarrassed for a few days but just laugh it off. Your friend Jess should cool it with him if she knows you like him what friend does that. If your mate likes a guy you be nice to him but you should never flirt with him she should know that have a chat to her and let her know how you feel.

Well you never know he might fancy you but just can't pluck up the courage to come and speak to you. Don't yell at your friend because of jealousy. Give it time and he might come and speak to you, but don't be disappointed if he doesn't "there are plenty more fish in the sea" lol.

you both need to just let him go dont ever let a man get between you and your friends. that can do nothing but harm to yourself. hes not worth a friendship, youve know him for what three weeks and how long have you been friends with this girl? think about it. hes definately not worth it

i think he likes both of u but giggling with ur friend could be his way of hiding the fact that he likes you thats what my boyfiend now acted like then every time i would go to talk to him i went with her he always giggled and laghed with her like i wasnt there because now every time he talks to me he blushes i guess thats what guys do when they like u. btw controll ur green monsterbecause its not healthy to be jelous of too many people and 10 is too many and to get his attension just talk and if giggles with ur friend go alone. and to kno who he really likes just ask him when the time is right
