I don't know if he was fluent, but I once heard
him speaking Spanish over a Mexican radio
station. So I presume he knew Spanish quite well.

I couldn't find information on whether he could actually speak Spanish (I searched on http://www.nat-king-cole.org/biography.html ), but as a Brazilian listener I can tell you for sure that he recorded many songs in Spanish and even in Portuguese, and he sang those languages in a very, very heavy American accent.
