I copy and try to paste a picture and then I try to open it and it says "no preview available. How can I arrange my settings to allow me to paste a picture in "My Pictures" because it won't do it???? I am on Windows XP.

It is better to click on "files" , choose "save as" , then put the file under whatever file you want to save it in, such as "new document" or "my files". It will then show you what graphic files you want to save it as. Choose ".jpeg" or ".gif" etc.
Copying and pasting might not work if the file type is not compatible with your photo editing viewer such as windows photoshop.

Does this just happen with one picture or all pictures? Also what is the source of the original?

If it is just one picture, there may be some restriction on copying it, particularly if the original is on the net.

Have you tried pasting it into something other than the "My Pictures" folder? Try pasting it into Word or a dedicated graphics application such as Paint.
