What exactly is the Hug Brigade? I know that Pangel is the founder, but that is about it.... How does one go about joining this lol?

I've been meaning to ask this myself, but I settled for just classing myself as a freelancer.
I don't need to belong to the pack to get my hugs across, but it would be nice.
