Because God itself, says that nothing happens that he isn't aware of. Remember the lilies of the fields and the birds who tarry not.
God also gave rules to live by...if one does not follow the rules then how can God be blamed.
To answer your question specifically..because they don't understand the rules of the game.

Let's take the premise that an omniscient and omnipotent deity exists..for the sake of argument. It seems that we are both challenged by and potentially equipped to deal with the multitude of calamities that affect our precarious lives on earth. There is no guarantee that we should be immune from pain and suffering in this life no matter how good, just, or holy we have been. I would say that how well we tried to strive and cope was what mattered. The consolation for us (if it exists) is that our deity has promised us the hereafter and a guarantee of an alternative and eternal existence of bliss.

Because they are confused. It's easier to blame someone else, either here on earth or God than take responsibility for their own bad decisions. I think we are still very much like children and don't like to feel guilty. Most of the bad stuff happens because of our choices. But instead of blame, we are supposed to learn from our mistakes, and try to do better.

You'd think they'd blame Satan, not God, or blame the human for whom is responsible. There are unforeseen occurrences that befall us all meaning things that happen for no other reason except that we are human and accidents or unforeseen things can happen.
James 1: 12 - 15
Happy is the man that keeps on enduring trial, because on becoming approved he will receive the crown of life, which Jehovah promised to those who continue loving him. When under trial, let no one say: “I am being tried by God.” For with evil things God cannot be tried nor does he himself try anyone. But each one is tried by being drawn out and enticed by his own desire. Then the desire, when it has become fertile, gives birth to sin; in turn, sin, when it has been accomplished, brings forth death.

It's easier to blame God than to take responsibility for the consequences of their actions.
Yes, I know, bad things happen to good people sometimes. But a lot of the people who are quickest to blame "God" don't really know Him on any level--he's just a catch-all for anything they don't like or don't understand.

Because when one doesn't take responsibility for his own course and mistakes, they feel they have to blame God because He's in charge of all things.....so this gives them justification to fail by the bad choices that they've made.

They are quick enough to thank him for the good things so why not blame him for the bad?

The hardest thing in life to do is to place the blame where it belongs -- on oneself. God makes a great scapegoat.
