I'd save the weaker swimmer.

All other things being equal, the non-believer...but since certis paribus isn't going to happen, I'd pick the one that weighed less, that was thrasing around less, and looked to have the better chance of accepting my help...in short, the one I thought I had a better chance of saving. ...and if it was possible for me to know, I'd also pick the one that was younger and healthier, that lived a more productive life, that had young children, and/or that had the more litigious relatives!

I'd save the one who had the most to offer the world and try to get help for the second.

Non-Believer:

As a Believer, I would want the non-believer to be saved, before me.

Well, how would I know which is which? It's not like most people are walking around with flashing neon signs floating over their heads saying "GODLESS HEATHEN" or "DEVOUTLY GOD-BOTHERED". I would save whoever I could get to first, bottom line. Whoever is the easier one to save.

The non believer, because the believer would go to heaven.
