I believe so. That may sound mean or selfish, but if you're going to work and live in a country don't you think it's only fair that you know how to communicate with the diversity of people you are around?
If I moved to Mexico or something, how ridiculous does it sound if the only thing I know how to say was "Ola"!
if I'm not mistaken, that was the ONLY thing Bush has said that made any sense: "Immigrants should know how to speak English before they are able to be in this country."

In my state it is now a REQUIREMENT for seniors to graduate from high school know a 2nd language
