When I was in the states, I was able to run about 2 miles (sea level), and was making progress towards 3 (all this after 10 years of no activity).

But now i live in Guanajuato, Mexico (1 mile above sea level), and my progress has been shattered. I can get a mile before I poop out. (The most I ever got was 1.75 miles).

So, it's definitely harder up here. But will I at least burn more calories because it is more difficult?

More calories? No.
The limiting factor is respiration.
Until you get acclimated, you can't get enough
air to burn the carbs like you used to.
