I don't think that they are hairs the hair like things on the fruit are the seeds of the strawberry plant look at them rill close and you can tell that

just googled 'strawberries' and clicked growing them and then facts-doesnt actually answer but says theyre a member of the rose family so maybe theyre sometype of thorn albeit not prickly or just a seed extension,haha funny 'hormones' indeed u cud be right tho as i cant find the a

Purely guessing, it could be some kind of defence again insects, slugs etc. on the grounds they find it difficult to walk/slither over hairs.
