Engineers face these questions:
Will the product meet performance, cost and reliability requirements?
What changes in the design should we propose?

Designers and Engineers often work closely together, to develop a product right the first time and avoid costly iterations.

You can think of Design as the first phase of a product development. Engineering has to come in to analyze it, test it, refine it, make sure it is manufacturable and going to be a viable product. Engineering has to approve and keep track of all the little changes that may occur throughout the life of a product when it is being manufactured for years.
