Anyone under the age of 18 who leaves their lawful guardian with out their permission can be reported as a runaway. If there are safety issues, the minor may report them to law enforcement at any time. Unless a minor has been emancipated by a court, they must have a legal guardian, either the parents or a court assigned guardian.

Only the legal guardian of a minor may report them as a runaway.
