I take him outside and he will do his thing, both things, then come back in and pee again. I always praise him and give him a treat when he goes. I don't leave water down all day.

The treat is a necessary thing! Going potty for a dog, and for a human for that matter, and is self reinforcing behavior, you feel better after you go. It doesn't matter where you go, but you feel better. Adding the treat in takes pottying to a whole new level! When they go in the right spot, not only do they feel better but they get a treat also, what a sweet deal! That is why the treat is so important, it makes them want to go outside. But you have to give it to him at the right moment. He has to have that treat within 2-3 seconds of his going potty! If you wait any longer he will not associate the treat with going potty. How long after he comes back in does he pee? I bet if you paid attention you could time it, dogs are creatures of habit. If it is right away, I would bring him into the house and either attach him to you on a leash or put him in a crate. Most dogs don't pee right in front of their owners, they go hide and do it, so keeping him right next to you will prevent that behavior. Then in about an hour I would take him out again and see if he needs to empty anything. If he does then great another treat and then play time! If he doesn't then just keep with that process, in a crate or next to you, and out every hour. He will get the picture real quick. Never let him have free range of the house unless you know for a fact he is empty!

Your dog needs 24 hour access to fresh clean water. It has nothing to do with housebreaking. And you don't need to praise with food. Good boy and physical affection is enough. Establish regular times to take him out. Always first thing in the morning and before bed, and many times throughout the day. Take him out and stay with him till he goes, saying "go potty" while he's going, then praise and immediatly bring him in. If you catch him "going" in the house, make a loud, startling noise, pick him up, and bring him out and say go potty. If you come home to find a puddle or poop, you must quietly pick it up and there is nothing you can do. Punishing your dog for something that happened hours ago is cruel. Know that you will have many accidents to come, and just take it in stride. One day, you'll wish to find a puddle of pee! Enjoy him!

you have to leave water down for an animal ALL DAY LONG... how would you like it if you had no access to liquids?
