Most of `em are rip offs. Investigate first.
Even ligitimate charities have OVERHEAD, sometimes as much as 50%! , So, it costs them money to collect the money.
Most NON-PROFIT organizations have to Pay some or all of their employees, rent, phone, electric, etc.!!

Way too many charities are actually promotional corporations. They pay huge salaries to their "directors". Only a very small percentage of the money donated goes to the people who need it, the rest is for "overhead" (also called "administrative expenses"). Although the charity is non-profit, the "directors" profit tremendously.

That doesn't mean that all charities are scams. Some (like the Shriner's Hospital for Children) are so efficient that they actually have reserve funds generating even more money. In other words, the money you donate today will continue to return money to the charity for years to come!

I have my own rules for the types of organizations I will donate to:
1) never donate to phone solicitors.
2) must be tax deductible (otherwise it's not a charity).
3) must help persons in grave need (medical, disaster) not the chronically dependent.
4) not religion based (although Catholic Charities is acceptable).
5) solicitors must be volunteer (if they won't donate why should I?).
6) less than 10% of donation is used for promotional overhead.

To answer your question:
Apparently the charity you mention does not fit my criteria. I would find another more worthy of YOUR charity.

If a charity ever tells me they have a minimum donation I tell them good bye and show them the door. I do donate fairly with many charities, but never have I been asked for a minimum.

That shouldn't be. It should come from the heart not forcing what amount to donate. Hmm...I'm smelling something.
