my advice. What can I do? (I've offered to dog sit because I feel so upset by this, but the guy is "hard-headed")

It is not abuse to leave a dog tied up unless there is no water and no shade/shelter. If that is the situation then call the police, (not 911) they will either take care of it or direct you to the correct phone number to call.

*Edit, I wasn't aware that some states do not allow dogs tied up in a yard. So call your local authorities to find out what is the best thing to do.

Some people just don't get it, do they . Why tie the dog up and not pay any attention to it when it's outside to enjoy the weather and get some exercise. How hard could it be to play catch with a ball, throw a Frisbee, play tug of rope????
I don't understand people like this and they frustrate me to no end.

I feel as bad as you for the poor dog.

Does this owner provide water for the 5 hour stint ??? is the collar to tight on the dog. Is the dog choked at times. Is the dog barking excessively.

I think if any of these occur you could call police and complain.Maybe this will put some kinder thought into the pigheaded neighbor!

call your local spca and find out what the options are. if the dog is tied up in the heat without shelter or water he will be removed and the man brought to court. but you do not state circumstances other than tether.
also keep in mind that you do not know the history. it is possible that without the tether the dog has a history of running away and getting hurt or endangering others so keep an open mind. but definitely call the spca to check out options. the dog may be in danger.

Report him to animal control. Video tape the situation if possible. If the animal doesn't have proper protection (a dog house) and water, this guy can be in a lot of trouble, it's considered animal cruelty. He won't be so flippant when he gets fined.

Get involved. You can do it anonymously, but you have to do something. It's the right thing to do. Good Luck.

only if the dog is out there without water then its a problem, as far as food goes dogs don't need to have food out for them to eat all day. check out the condition of the dog, make sure he looks healthy, if not call animal control and report him. otherwise he's not doing anything wrong

call the spca in your area, if they dont have an emergency pet pickup thing, then call the cops and tell them that this has been going on for a long time and you have offered to help the dog

Does he give the dog shelter and water while it's out on the rope?? Otherwise is is abuse.

i feel so sorry for that pup !
i had a kind same thing with my neighbor, i reported and they have had there dogs taken off them and now they live with my arntie funny enough!
they are very happy now!

if the dog has shade, shelter and water, then he should be ok?

if you think the person is mistreating the animal, call the humane society -- their job is to protect neglected and abused pets.

i would check with your local animal control here in Arizona it is illegal to have your dog tethered in your yard at all. i know the laws are all different depending on state and possibly even city
