My truck has a 2BBL carb and refuses to idle. Most of the smog stuff has been removed. At night when I drive it and slow down or hit a bump, the headlights flicker. This vehicle is an old Gov. vehcile and from what I can tell, the electrical has been chopped pretty good. The truck has no computer as far as I know.

Also had to rig a push button switch to crank it. This switch goes to the starter relay and a wire is used to jump the starter relay. I drive it almost daily, but I want to rebuild the whole truck in the next year.

you may need to clean the carburetor out on it,also with the wires being cut like that on it leads me to think they have had other things hooked to it,what you might want to do is look for another harness for it,its possible it has wires that aren't making good connections on it,i got a hold of one of the government vehicles once also,and they had lights hooked up to it,once the took those off they left the harness in a real bad shape,it was easier to replace it than it was to repair it,good luck with it,you,ll get it straitened out,it takes time though,,check your fuel system real good ,that may be the idling problem with it,that one should have had a computer on it,good luck.

Idle circuit on the carb is probably full of dirt. Carb will have to be removed and rebuilt. You can probably buy a rebuilt carb for about the same $, and I would recommend that, unless you are going to tackle the job yourself, which I DO NOT recommend if you have no experience doing.
As far as the electrical, make sure the ground cable to the body is clean and tight, and also to the engine block.
Don't know what to say about the emissions except that legally they should be working.

Unless the carb has been changed, it has no idle mixture controls, so you can't adjust it. Swap it in on a rebuilt at your favorite auto supply store.
Look for a bad ground from the fenders to chassis.

sounds like the voltage regulator has a short, in that vehicle it is on the inside wheelwell, not in the alternator, if the wiring harness id cut up it could be in that where your problem is too, check every connection, on the back of the alternator too, clean the connections on every place that has a nut to hold the wires on
