Perfectly fine to vaccinate a female in heat, NOT OK to vaccine a pregnant female.

It's ok, go ahead and get her vaccinated- many vets do recommend that the rabies shot be given at a different time than other vaccinations- but all are safe during the heat cycle.

Check with the people at the mail order desk, or the counter help at the feed store where you buy the vaccine - they are trained by the product's manufacturer to give you the most correct and up to date advice. It's their job.
Sometimes a local breeder can help you too. Look in the classified section of the newspaper and I'll bet you can find a knowledgeable breeder listed who is willing to talk to you for free. Vets are too expensive to bother for such a simple question.

Very safe to vaccinate while in heat,but not safe to vaccinate if this pet has been bred already.

she can be vaccinated during her heat as long as she hasn't been bred ( you can't vaccinate a pregnant dog)

It is the perfect time for vaccination but DO NOT DO IT TO A PREGNATE DOG
