The Army actually designed the digital pattern that the Marines use. The Army didn't adopt that uniform so General Jones (CMC at the time) made the Marines change to the digital pattern.
The current Army digital pattern uniform was designed after the Marines fielded their new uniform and corrects many of the deficiencies that were found by the Marines. The Army adapted a one-color design rather than a desert and a woodland version.
I like the digital pattern cammies but I wish the Corps would use the Army design with our digital colors.
It would be cheaper tax-payer wise to adopt the Army design and colors since they use a universal color pattern that works in any environment (supposedly). The Marine Corps may one-day have to admit that maybe the Army got it right.

Short answer is no. The wearing of Marine Division insignia is purely for Soldiers who have fallen under Marine command. There was a message sent out on the subject that went in to more detail I would have to look at it. But it simply stated that for purposes of the GWOT Army personnel that fell under the the USMC could wear the division insignia as the combat patch.

One person with authority can addenum a policy to provide a vendor a contract to supply the military with anything that unit may need to acquire. That doesn't mean that piece of equipment is going to be an asset in the battle field. Just like I could wear a utility jacket, cargo trousers, a web belt, a t-shirt and a pair of boots but if it doesn't teach me a lifesaving skill then that gov issue is a waste of tax payers dollar. Can I save a life wearing a digital cammo uniform? yes, can it save my life in a combat situation, yes. Can the digital technology save me from drones homing in to my location? I don't know. But what I had yesteryears do just as well as anything of today because is not what's on your body that matters but how technically and proficient one is to defeat the enemy in a combat situation.

The Army was all set to adopt a digital green and digital tan set of uniforms when the bean counters in the Department of Defense step in to suggest it would be too expensive a change to make all the Army formations that would be changed over.
The Army Camouflage Uniform (ACU) was adopted instead because it was claimed at the time it was a universal camo pattern. In practice it only blends in well in extremely dusty environment as well as low light conditions such as dusk and dawn. It appears that is might be replaced in time by Multicam which has proven to be a much more effect universal camoflage pattern.
It look as each brach of the service is going to have its own version of a tactical uniform; The USAF has adopted a digital version of the Tiger Stripe uniform which you should be soon see in the field.

i know what you were tryning to say and i completely agree. with al services trying so hard to prove that they are different, it is becoming a complete waste of money. the Navy has the new TFU coming, but they also have 2 other versions of camo coming out the will resemble the Marine Corps. the Air Force also has there's on the way, but if we all just went with having the woodlands, and deserts, i think we all would be good 2 go. to be honest, the Army's ACU doesn't seem to blend well with all elements. it works ok in the desert, but only once its been worn for days and covered with dirt. in the woodland atmosphere, it looks completely out of element to me. but, this all isn't really under my control, the military will do what the military wants to do.

I liked the old OD Green Utilities (cotten Sateen) myself. It was a mistake to change from that. I am quite fond of the Kevlar though.
For desert environments, they should have just used the Utilities in a khaki color.
We didn't need to go to the BDUs and now the digi-whatever they call it now.
I do like the speed lace boots though, great idea.

Personal opinion of course, but the old BDUs were at least pressed and professional looking instead of looking like you just got out of bed and have your pajamas on.
