I don't know if your in the USA, but if you are, I think you should report your findings to the US labor department nearist you.
It's a shame, and against good medical pratice to keep new employes, and let go experienced ones only because they choose to in an effort to pay lower wages and save money.
Many hospitals are in serious financhal trubble because of the demand to treat the large numbers of illigal aliens and the growing number of poor people. In California, where I live, the state has cut medical aid to levels that many doctors just can't deal with.
If you know of specific problems assoicated with the medical treatment of your sister, and have talked with hospital administrative staff, and if your problems have not been seriousily addressed and acted apon, I can only sugjest moving your sister to a better hospital. If you don't have the ability to do that, find some one who can. Keep complaining and don't let them keep up what ever it is your having a problem with.
Let your concerns be herd by as many people in your community as possible. Wright letters to the editors of local newspapers, and local government officals. Take your time to reseasrch and formulate your case against the hospital carefully. Learn who, what, and why the things you don't like about your sisters care are happining, and document everything. Keep records of all incidents, and contacts you make in your efforts to make sure your sister is getting the proffesional care she is intitled too. Get names of offenders, and wittnesses to who can varify your problem. Then if your sister suffers anything due to the hospitals negligents you can sue them on behalf of your sister for pain, suffering, negligents, or any complications that may arrise due to their actions, or lack of action.
When taking on a large hospital coorperation, it's extreamly important to keep your cool and be polite in an effort to get the attention you need from others in your community who can help you. Look at other cases that have been brought against hospitals, find good successful ones that you can use as an example. Contact others who have sued hospitals and attorneys who have experiance in this area.
I wish you could be a little more specific about what the problem is, I'm not sure I understand it compleatly.
Good luck.
