The clumps are large and are full of dead stalks and leaves. The leaves are curling in on themselves. Is it the lack of water or is it that they need digging up and seperating.

Bird of Paradise plants can get a little scruffy looking over time and need some trimming of the older leaves and old bloom spikes. If they are staying too dry, then of course the leaves will curl and and begin to die. Problems with roots, including staying too dry, will show up with yellow and dying lower (older) leaves first. Dig into the soil around the plants, and you will be able to see if they are staying too dry.

Aerate (poke holes in the soil) and water. Birds won't bloom until there are 9-12 plants, crouding encourages bloom. If you separate them, no flowers...
