G'day Buzzy,
Thank you for your question.
It is illegal especially if your neighbour doesn't agree. It is also dangerous as people have died stealing electricity as in the attached story. It is not worth the risk for the perceived benefit of saving a few dollars.
Regards

Yes. Civil misdemeanor suit in some state, possibly a felony in others. Stop. Stealing. Electricity. Your neighbor will notice the rise in costs sooner or later and even if you have verbal consent, this is probably not enough to "clear" you of any potential charges.... Ever seen the "stealing cable is a crime" adds? Consider it twice as bad.

How old are you? Of coarse it is illegal. First you are cheating out the electric company. If your neighbor does not know then you are cheating him. Get real...get a job and pay your own way in the world...

Yes, it is illegal unless you have their permission.
And it can be illegal to run the specific wires you run. They must be outdoor grade extension cords and cannot run along the ground and be over 80 inches off the ground. You can use only one continuous cord - you can't have multiple extension cords connected to each other.

People get fined and go to prison for that. Normally, the provider company is being called, they come and investigate, settle the fine, and file a police report.

depends:
1) if your neighbor has a means to produce his own power source or his own own elecricity and city code does not say he cannot then it is legal if he has given permission to you too share in the use of his power.
2) if the power company has a meter on his house then you must have a meter by law on your house to know the kw hours used and be charged appropriately.
3) best to check the building laws and electrical codes of your state, towen city or municipality before you get into trouble

Yes and this is a punishable offense by the electric company. It can include a very stiff fine, penalties, and possible imprisonment.

Oh goodness gracious I hope you aren't serious.
If you do that... you'd better hope you have neighbors that seek the law of the government rather than their own brand of justice.

This is called stealing, unless they give you permission to tap their juice.
