Because a foreign hand is best to tickle you because even when you are conscious of when and where the other person tickles you, your body still takes it as a surprise.
My skin is super sensitive to tickling that in some areas I can tickle myself actually.

Because you know when your going to tickle yourself & when others do it its like a big suprise.

I don't know, me and my brother had an argument about why can't we tickle ourselves once and we end up choking each other!

Maybe because you know it's gonna happen?
When others tickle you its more of a surprise and you dont know how its gonna feel.
