You don't have to use chemicals at all, but some part of this answer might depend on a few factors. Is this a house you own? An apartment you rent? Do you have access to a "Snake" or even a garden hose? A PLUNGER? Can you pull the toilet?

The chemicals, WHEN they work might not be any faster than allowing the paper to degrade on its own. Obviously one shouldn't TIE UP that particular appliance for too long. The inside of a toilet in it's drain plumbing is much like a snake, and a coat hanger will only go so far. A Flexible "auger" type tool might help, as would a garden hose forcing water to shred and break up the paper.

I actually just use liquid detergent. I put in a few squirts, and try to get it into the bottom of the bowl and wait for atleast an hour. Then I use a plunger to get the mess out. The detergent actually dissolves whatevers stuck there and makes it easier for you to plunge out. This method works for me every time and sometimes gets the job done in a couple of flushes.

You can try Liquid Plumber, a plunger, or a plumber's helper.
