Depends on what country you are talking about. Renault sells diesel sedans in the UK that get over 60mpg. VW has models that get over 70 mpg. What we need to ask is why don't they sell them in the USA?

Any car that sits in your yard and doesn't run will be the cheapest, since there's no need to pay registration, taxes and insurance.

a USED VW TDi turbo diesel!
they have been making them for the last 30 years, and they get 45 mpg!!

Peugeot 107 small economical and they are made by Toyota so they are also reliable.

Audi A2, 1.2D.....80mpg!!!!
Run that on 80/20 veg oil/kero and you'll save enough to pay for all the rest no problem!!
