From what I've heard, she didn't want to do High School Musical 3 because Disney wouldn't offer her enough money. I think that she took these pics, leaked them out on her own, purposedly to get out of discussing any more High School Musicals. Personally, I think disney could have done better anyway. Her acting is completely fake and annoying, her singing is average, but Disney could produce something better than that.

I think she is a really bad role model for our children. Although she did say that it was a "personal" photo and that she never expected it to be made public it still shows a serious lack or judgment and morals. I think it's sad so many young woman think this is an acceptable thing to do.
