I take it you are asking about citizen's arrests? The answer, at least where I live, is yes. You aren't supposed to interfere with a citizen's arrest. The police come, and they make the final call. Any interference is illegal, and liable to get you arrested when the folks in blue show up.

If you are arresting someone (no matter who that someone is or what he is doing), you must be a cop in the first place. So if you are a cop and made a mistake in your job, you get disciplinary punishments.

Well, if someone else is arresting someone, they are usually a cop, and I wouldn't put my hands on one of them, especially if you're black, because they'll frame you.
