ANYTIME you switch on an accessory, the engine has to work harder to supply voltages, current, vacuum, and various other energy consuming devices. To answer your question, aint much sense in removing it to gain horsepower when you can simply turn it off.....

Firstly you can't re-route a timing belt so you may be referring to a different belt.
And yes in many older cars or low powered cars the a/c compressor draws a noticeable amount of hp when engaged but if you don't use the a/c then it won't make any difference to engine hp output.
Modern a/c compressors are much more efficient in design and draw a lot less hp.
There may be other reasons for the noticeable loss of power which can be improved.
Removing an a/c compressor is not an effective solution and there are EPA regulations relating to the discharge of refrigerent contained in the a/c system - it connot be freely released to atmosphere as it has ozone depleating effects and there are substantial fines for this practice.
Make sure the engine is professionally serviced and tuned, your mechanic may be able to juice it up some more for you with relatively low cost.

Ongoing is correct, the ac compressor uses about 5 hp. The timing belt is not the same belt that drives the alternator, ac compressor, power steering, and water pump. Simply not engaging the ac compressor will accomplish virtually the same function, and won't cost you a new belt, which can be quite expensive on some makes, and a pain in the butt to put on. It doesn't add more power, it just makes more of the total power output available to the wheels. But, when the A/C is turned off, only a fraction of a horsepower is consumed running the belt and pulleys. Many modern cars have automatic cutoffs that kill the A/C while accelerating at full throttle. So, why bother going to all that work?

It will not ADD hp to your car - it will stop taking hp away from the drive train. For drag racing I would also remove the alternator and charge the battery from an outside source.
Anything that is powered by the engine (AC, lights, power steering, etc) redirects energy from the wheels to that object. If you think lights are free try peddling a bicycle with and without a little wheel operated generator for the headlight.

if you can feel the car loosing power when you turn the ac on it is time to have a tune-up on your cars engine and/or have your ac checked out or recharged. or don't turn on the ac or unplug it.
