No, not without monitoring software. If you have a website, you can see what ip addresses have accessed it though.

If the specific IP address is of your own LAN then it is possible to see. But for seeing this you need to configure a proxy server. There is a log in proxy server to see what web sites a specific IP address has visited. If any enquiry about this issue please feel free to ask.
