I always thought that it used to be a celebration letting everyone know that the girl is now old enough to take a "suitor" or boyfriend in more modern terms.

I believe that is used to be the age at which girls were old enough to get married... now it more of a step to adulthood. That twilight between childhood and womanhood... Although 16 isn't any better an age that 15 or 17...

It is only because of all the publicity around it or because it is local tradition.
Here, Netherlands, nobody ever celebrated the 16th birthday any different from the ones before and after, also 18th and 21st have never been big do's. (But they are in England.)
