The biggest idiot... I'd have to go with Jimmy Carter on this one. And as far as Bush being compared to Hitler, I mean, come on. Say what you will but if you can criticize the man, then you've got more freedom than you ever would have under Hitler.

If you are going to seek idiocy among American presidents, no one can beat James Buchanan, the president before Lincoln, who welcomed the Dred Scott decision, and refused to try to stop the Southern secession after the election of Lincoln in 1860, despite his belief that secession was illegal. Much of the severity of the Civil War can be traced to Buchanan's dithering.

As far as Bush goes, we should distinguish between being an idiot (which Bush clearly is not), and being unprepared for the job (which he clearly was). We should judge very harshly any president who makes a virtue of his lack of knowledge of the world.

On the world scale, I am unable to come up with a world ruler more idiotic than Louis Napoleon, or Napoleon III, the bombastic ruler who attempted to revive Bonapartism in the mid-19th century. Although he did have a long reign (1848-1871), and much of Paris beautiful architecture owes its existence to his era, he dared Prussia to go to war with him and, when they did, lost his whole army (and was captured himself) at the Battle of Sedan just 2 months into the war.) Louis Napoleon was also responsible for the fiasco in Mexico in which he set up a Hapsburg monarchy, under Maximilian, but, when defenders of the Mexican Republic resisted, abandoned his puppet who was then defeated and executed.

All in all, there are few losers with such magnificent scope of their incompetence as Napoleon III.

There was a guy I met a few years ago that certainly had a shot at the title. He was stupid, and worse, arrogant about it.
