Go to websitepros.com They will set you up a website, help you set up a store, provide you with 1000 banner impressions per month, and provide you with a toll free number that connects to the phone number of your choice. I have a website with them. They have done a great job helping me with my site. It is also easy to edit your site.

I'm not sure what kind of work your dad does but if it is digital you can use Cafe Press. It's free to join and you get to make up your own prices. You pick an item that you want the picture on or sell it individually. Cafe Press takes a base price and lets you keep the rest for profit.
You can also sell stuff on ebay. Its free to open an account. It cost about $2 to put something up for auction or you can open a business account which has a monthly fee. I don't remember how much it is exactly but I believe its around $15 a month.

You can get free sites, just go to www.google.com and type in free websites and there'll be suggestions that come up.
However a new thing that artists are doing is to just get a blog going, start posting pictures up on it, especially if the pictures are less than 24x24", and sell from there.
He'll have to network to get his site seen, regardless of if it's a blog or traditional site, so his clientelle can find him.
Some artists are putting their art up on ebay too.
